UNICAL ACADEMIC FRAUD: PROF.  WORUGJI DEMOTED  AND REDEPLOYED TO THE INSTITUTE OF AFRICAN AND ASIAN STUDIES, UNICAL



The University of Calabar, Academic Fraud Investigation Committee ( AFIC) which has been investigating cases of academic fraud leveled against the duo, Prof: Worugji and Prof. Uhuka, both of the Faculty of Law, Unical, has finally submitted her report to the Vice Chancellor, Prof Zana Akpagu.
Upon the receipt of the report, the Vice Chancellor had undertaken to  immediately convene a meeting of the Unical Management  Committee. This action by the Vice Chancellor speaks to the University of Calabar’s zero tolerance policy  on academic fraud.

According to our reliable source,  AFIC recommended that Worugji should be demoted to the rank of a Lecturer II for not having publications in his area of Arts or African studies and also for fraudulently getting promotion  to the rank of an Associate Professor ( Reader) in 2006 without first obtaining a Ph.D degree as required by extant regulation.
Secondly, that the 2010 promotion to the rank of a Professor of law is improper, fraudulent and  unjustiafiable because one cannot be a Professor without first becoming a Reader in a proper manner.

On the issue of  Worugji parading himself as a Professor of law, it was observed that in 2010 , Worugji in applying for promotion to the rank of a Professor of Law had presented a Ph. D certificate in African studies in the Faculty of Arts dated 23rd May 2010.





This certificate was rejected by the Central A&PC(academic) as the basis for promotion to rank of a law Professor. The reason given by the A & PC is that Worugji’s certificate shows his Ph.D is in Arts and not law and therefore cannot be utilized for promotion in law.
The Committee after a careful examination of the evidence and documents at its disposal, was swayed by the following:
1. The certificate of Doctor of Philosophy( Ph. D) degree dated 23rd May 2010  was not obtained in Law but in the Faculty of Arts.

2. The Central Appointments and Promotions Committee (academic) had on the 23rd September 2010 written to Worugji informing him that since his Ph.D was not in law but African studies from the Faculty of Arts, his publications will not be assessed for promotion to Professor of law unless he obtains a Ph.D degree in law.




3. The Faculty of Law Appointments and Promotions Committee, Unical, had informed the University that it had withdrawn Worugji ‘s involvement in the Ph.D Law Programme since he did not have a Ph.D degree in Law.

4. The Registrar, University of Ibadan had in a letter dated 29th July 2019 rejected Worugji’s contention that there was an error in his Ph.D’s certificate. The Registrar, in  the said letter re-confirmed the facts that Worugji’s Ph.D certificate dated 23/5/2010 in the Faculty of Arts was correct  and that there was no error in the said certificate requiring any correction as Mr Worugji is demanding the University of Ibadan to do.

According to our source, on the 19th July 2019, Worugji had in a letter titled “Request for Correction of Certificate “ This letter which is coming 9 years after he had used the said ‘defective certificate ‘ ,  pleaded with the authorities of the University of Ibadan to “help save his job”. He requested that University of Ibadan should change the Ph.D certificate issued to  him to read African Law This request for Correction was rejected by the University of Ibadan.
In their reply dated 29th July 2019, the University of Ibadan, writing through its Registrar, Olubunmi O. Faluyi, acknowledged that  Worugji did a postgraduate  programme in African studies in the Faculty of Arts. The registrar further said that “there was no error on the certificate that was issued to that effect.”

5. The NUC Basic Minimum standards for LL.M, MPhil and PhD in Law in Nigerian Universities require that the Programme “must be based in the Faculty of Law.








On the strength of the above, AFIC therefore recommended that Worugji  having obtained his Ph.D degree in African Studies in the Faculty of Arts should appropriately be redeployed to the Institute of African and Asian Studies, Unical.

Information reaching us shows that despite the above recommendations, which many watchers  think is intended to give Worugji a soft- landing, the Committee is yet to reach any decision as to the status of his WASC certificate, the first degree , B. A. (Hons), Law, and his different names in his different certificates where there are numerous name changes. To the shock of everyone this man, Worugji, has for long been using the institutions of ASUU and Senior Staff club to sustain this frauds and forgery.

The drama surrounding the ongoing academic fraud investigation by the Academic Fraud Investigation Committee (AFIC) has unraveled some more facts against the embattled ‘Prof of Law’ which further impugns his character.
A very reliable source indicate that in 2010 Worugji had applied for promotion to the rank of a Professor of Law with a Ph. D certificate in the Faculty of Arts. The certificate reads: ‘Doctor of Philosophy in the Faculty of Arts.”

The University of Calabar in response to the said application for promotion wrote back to Mr. Worugji where it outrightly queried the Ph.D certificate and wondered why a person would want to use a Ph. D certificate in Arts to become a Professor of Law. The  decision of the University was reached by the University of Calabar Central Appointments and  Promotions  Committee (Academic) which is made up the following persons as members:
a)Vice Chancellor
b)Deputy vice chancellor
c)Two external council members
d)All deans/ Directors/ Provost
e)Registrar
f)University Librarian
g)Deputy Registrar (establishments)- see the Revised Criteria for Appointments and Promotions , October 2002.
The Committee’s letter to Worugji read in part that “ you have not obtained a Ph. D in Law. In view of the foregoing, I hereby convey the decision of the Committee (Central Appointment and Promotion Committee ( Academic) to you that your publications cannot be processed further UNTIL YOU OBTAIN A Ph.D DEGREE IN LAW.”

And upon Prof Worugji's miraculous promotion to the rank of a Professor without following the prerequisite requirements, the Academic Fraud Investigation Committee (AFIC) has queried Prof. Worugji through the registrar to submit his P.hD certificate to them, but as usual, he has failed to do so.

With the above background, many questions are in need of answers:
1. Can this Committee overturn the September 2010 decision of the university
2. How did Worugji get promoted in 2010 without rectifying or addressing this query as to the status of his Ph.D?
3. In the light of the verdict given by the University in their letter of September 2010 can AFIC reach a contrary decision or should it not simply re-affirm it since Worugji has not gone to study law
4. If it is true , as has been said by Worugji  that he obtained his Ph. D in May, 2010, please and please someone should tell us, how was it possible for Worugji to become an Associate Professor ( Reader) in Unical in 2006 without a Ph.D (in whatever discipline) and in clear violation of the UNICAL Revised Criteria for Appointments and Promotions, October 2002
5. The Guidelines of 2002 read as follows for the rank of a Reader- “I) Appointment / promotion to the position of reader "a Candidate shall obtain  a Ph.D degree or equivalent professional fellowship in the relevant discipline“.
6. From available information the 2006 promotion to the rank of Reader was never announced in the University of Calabar Senate as is the usual practice.
How on earth did this ASUU and Senior Staff Club protected adult-child circumvent this rule?
His fraud is monumental and mind- boggling. We call for the suspension of Worugji forthwith from academic matters. To be facing this investigation for academic fraud and at the same time apppointed to midwife ASUU-UNICAL election  as Chairman Eleco, or given an award by Senior Staff Club, Unical, ‘for good character’ is a travesty!

UNICAL, FACULTY OF LAW ACADEMIC FRAUD: PROFESSOR DEMOTED TO GRADUATE ASSISTANT, THE OTHER STILL UNDER INVESTIGATION.


There has been a twist in the Academic fraud saga surrounding the  duo of Prof Worugji and Rev. Prof. Uhuka as the Academic Fraud Investigation Committee (AFIC) Unical has recommended the demotion of Rev. Prof. Uhuka from the rank of a Professor of Law to the rank of a Graduate Assistant with immediate effect while Prof. Worugji who has refused to submit the Original of his certificates including his Ph.D degree in Law certificate to the committee is going from one committee member to the other begging as usual to be salvaged from the shame.
Information has it that Prof. Worugji faced with the present onslaught by AFIC,has written to the University of Ibadan for correction of his Ph.D certificate which was obtained in May 2010. As at 2010 when Prof Worugji obtained his Ph.D certificate which reads"Doctor of Philosophy in the Faculty of Arts", he was informed by the then Registrar of the University of Calabar that he was not eligible for promotion to the rank of a Professor of Law because he had not "obtained a Ph.D in Law degree". It remains a mystery how he wangled his way and got his promotion to the rank of an Associate Professor without a Ph.D degree in 2006.
Nine years after being told that he had not obtained a Ph.D degree in Law, Prof. Worugji has started the process of having his Ph.D certificate corrected to read his area of specialization "African Law". It is worthy to note that African Law is not a program of study, but an area of Specialization in the academic program of Core African studies, while  A postgraduate programme in law (LLM, MPhil & Ph.D) under the NUC minimum standard for PG programme in Nigerian universities is required to be domiciled in the Faculty of Law.. Prof. Worugji clearly holds a Ph.D from the institute of African studies in the Faculty of Art, University of Ibadan as African Law is just one of the areas of specialization

The institute of African Studies runs  a programme in CORE AFRICAN STUDIES as provided for in the institute brochure  with various areas of specialization. Which include:
1. African History
2. African Law
3. African Music
4. African Visual Arts
5. Anthropology
6. Cultural and Media studies
7. Diaspora and Transnational Studies
8. Gender studies
9. Traditional African Medicine and belief system
10. Transformation studies in Africa.

One begins to wonder if a person who obtained a Ph.D in African Studies and specialized in Tradition African Medicine and belief systems from the  Institute of African studies, University of Ibadan can become a professor of medicine in the university of Calabar ? The answer obviously is No. It is however even more fishy as the University if Ibadan where Prof Worugji obtained his PhD in African Studies also offers admission for post graduate studies in Law. Why Prof Worugj choose  to do African Studies goes to show that Prof. Worugji lacks the basic requirements to do a postgraduate degree in law. According to our findings, Prof. Worugji was refused admission for similar reasons into the faculty of law in Obafemi  Awolowo  University. Ife and university of Ibadan. 
Remember in our earlier report, we stated that Prof. Worugji claim of having obtained a B.A.(Hons)  Law from the Manchester Metropolitan University - MMU was completely false as the Qualifying Law degrees awarded from the University in Question as published on their website https://www.mmu.ac.uk/study/undergraduate/course/ba-businessmanagement-with-law is as follows.
i. LL.B (Hons) - Law with a foundation year - Full time.
Ii. LL.B (Hons) - Full time, Sandwich
Iii. LL..B (Hons) - Part time
The Big question then is, where did Prof. Worugji get his own B.A.(Hons) in Law degree from when the University he claimed to have graduated from has no such Law degree.
It is worthy to note that the Manchester Metropolitan University - MMU offers none qualifying Law degree in Law course such as B.A (Hons) in Business Management with Law and B.Sc (Hons) in Forensic Psychology. However it is expressly stated that in the Manchester Metropolitan university brochure that this two courses are not Qualifying Law degrees, so therefore it is shocking how Prof. Worugji got admission to the Nigerian Law school without a qualifying Law degree.
Our independent investigation further revealed that Prof. Worugji's WAEC is not his own, but that of a relative, hence the reason for his numerous change of name. From the Curriculum vitea used by Prof. Worugji, he claims to have made grade 1 in WAEC, and one begins to wonder how a man wlo claims to have made Grade 1 in WAEC would leave the shores of Nigeria to study HND in Business Studies and not Law and without first obtaining OND. What further raised curiosity is how Prof. Worugji finished his HND programme in just ONE YEAR.
The University of Calabar has however issued a stringent warning to Prof. Worugji to cooperate with the committee or face severe disciplinary actions. This was contained in a letter signed by the Registrar, Mr. Moses Abang to Prof. Worugji.

On the demotion of Rev. Prof Uhuka to the rank of a graduate assistant, it has bee discovered;

1. That Rev. Prof. Uhuka has no first degree from the university of Abuja as he claimed, but from the British America University. This is questionable.

2. That Rev. Prof. Uhuka was not called to the Nigerian Bar or any other Bar around the globe.

3. That Rev. Prof. Uhuka holds a questionable Masters of Law (LL.M) degree as the LL.M degree was obtained barely 2 weeks after obtaining his first degree.

4. That Rev. Prof. Uhuka has no Ph.D degree but records show that he is a doctoral candidate. This is also questionable.

5. That Rev. Prof Uhuka has zero University teaching experience.

6. That Rev. Prof. Uhuka has no evidence of Publication amongst others hence the recommendation for his demotion from the rank of a Professor of Law to the rank of a Graduate Assistant.
7. Further from his CV he claimed he obtained a diploma in 1980 and WAEC in 1989. Please tell us which comes first.
Rev. Uhuka has however absconded as he is no where to be found in the University due to fear of he being handed over to the Police or ICPC for further investigation.

LATEST UPDATE ON ACADEMIC FRAUD IN LAW FACULTY, UNICAL: More facts emerge Against Prof. Worugji And Rev (Prof.) Uhuka.

More facts have emerged against the Embattled Unical Law professors, Prof Israel Worugji and Rev. Prof Emeka Uhuka who are facing panel for academic fraud bothering on their academic qualifications and suspicious promotion to the rank of Reader and Professors of Law.
In the case of Worugji, our investigation reveals that
Prof Worugji's certificates, right from his HND, his first degree to Ph.D are said to be laced with inconsistencies and Fraud as the names that appear on his certificates differ from one certificate to the other
The embattled Professor Worugji's bear the following names on his different Certificate.
I. The HND certificate in Business Studies of 1979 certificate bears the name ISRAEL UCHENDU
ii. The B.A (Hons) Law certificate dated the 2nd of July 1982 bears the name "ISRAEL UCHENDU"
iii. The LL.M certificate dated the 12th of July 1984 bears the name "ISRAEL NSITELEM EMENIKE UCHENDU".
iv. The Bar examination certificate dated the 20th of July 1984 bears the name "EMENIKE NSITELEM ISRAEL UCHENDU"
v. The NYSC certificate dated the 31st of July 1995 bears the name "UCHENDU ISRAEL NSITELEM EMENIKE"
vi. The Ph.D notification of result in African studies from the University of Ibadan dated 9th November 2010 bears the name "ISRAEL NSITELEM EME WORUGJI". (He decided to take away the NIKE from the name Emenike)

One of the alumni of the Law class of 1999 that petitioned Prof. Worugji wondered why a man would want to change his name many times, most especially his surname. Investigation further reveals that Prof. Worugji also has two date of birth. The first date of birth as written in his employment data form dated 2nd December 1988 shows that he was born 16th April1954. while the latter date of birth on his current Curriculum Vitae Shows that he was born on  the 16th of April 1957. How possible can this be!

Interestingly, Prof Worugji claims to have finished his Law school and got called to the Nigerian Bar within eight (8) days as his LL.M certificate from University of Essex, England  shows that he graduated from  University of Essex, England on the 12th of July 1984 and his Bar examination certificate shows that he finished from the Nigerian Law School on the 20th of July 1984. eight days interval. Is Prof Worugji claiming that did Masters programme at Essex, England and attended Law school in Nigeria at the same time?

It was also gathered that the Institution Prof. Worugji claimed to have graduated from, never existed. He claims to have graduated from Metropolitan University of Manchester, however the only University with such a similar name is Manchester Metropolitan University -MMU. One begins to wonder why a Professor of Law would not be certain on the name of the University he claimed to have graduated from. Is this a deliberate attempt to deceive?

However, Assuming Prof. Worugji actually graduated from Manchester Metropolitan University -MMU  Prof. Worugji's claim of having obtained a B.A.(Hons)  Law from the Manchester Metropolitan University - MMU is completely false as the Qualifying Law degrees awarded from the University in Question as published on their website  is as follows. https://www2.mmu.ac.uk/law/study/undergraduate/

To worsen the matters, the B.A (Hons) Law degree Prof. Worugji presented to the Academic Fraud Committee, Unical only bears a signature on the certificate without the certificate stating the name, office or designation of the person who signed it.
Information has it that Prof. Worugji was asked to produce his transcript of his degrees especially the B.A. (Hons) Law but he has vehemently refused to do so, claiming that it is impossible to get the transcript. Instead, he is busy moving from one office of the committee members to another begging as usual as well as going to Lawyers in town asking for their intervention in his academic fraud matter.

Prof. Worugji parades himself as one who possesses a Ph.D in Law but investigation shows that he hold a degree in "African Studies" from the institute of African studies, University of Ibadan. This is evident in his notification of Result dated the 9th November 2010 and signed by one Mrs. M. Abioye the Examination officer for Secretary Post Graduate School University of Ibadan. The fact that he has a Ph.D in African Studies is further confirmed in his certification and acknowledge pages in his thesis from the institute of African studies as well as the list of thesis from the institute of African studies as published on their website where Prof. Worugji's Ph.D thesis is listed among, particularly serial no 400.
From the brochure of the Institute of African Studies, University of Ibadan, the mandate of the institute is to run post graduate programmes in  leading to the award of MA,  Mphil and  Ph.D degrees in "CORE AFRICAN STUDIES" How then did Worugji who doesn't posses a Ph.D in Law become a Professor of Law? This has been the question on the lips of every staff and student in the Faculty of Law and the University at large.







The mother of all fraud is how Prof Worugji got promoted to the rank of a Reader (Associate Professor) in 2006 before obtaining his Ph.D in African Studies in 2010.  When the University of Calabar rules of 2002 stated clearly that one must acquire a Ph.D in the relevant discipline  before being promoted to the rank of a Reader. This "Miraculous elevation" has never occured in the history of the University of Calabar except in Prof. Worugji's case "the acclaimed EMPEROR".

From the above revelations, it seem Prof. Worugji has a phobia for studying Law as he always runs away from doing qualifying Law programs but still wants to benefit that comes with being a Lawyer.

On Rev (Prof.) Uhuka's Case, investigation reveals that he does not have a WAEC result. Prof. Uhuka claims to have obtained a diploma in Theology in the year 1980 having been born on 30th May1965. This means that Prof. Uhuka finished from secondary school and proceeded to obtain a Diploma before reaching the age of 15. An obvious imposibility.
Secondly he claims to have been awarded his diploma by the London Chambers of Commerce and Industry and the question that everyone seems to be asking is, when did London Chamber of Commerce and Industry start awarding diploma. Furthermore, he stated in his Curriculum Vitae that he holds a Bachelor of Science, Law (LL.B) from the university of Abuja when in fact, there is nothing like Bachelor of Science Law. Professor Uhuka is also suspected not to have gone to Law school as there is no evidence to show that he actually went to the Nigerian Law School, coupled with the fact that he doesn't even know the governing body of Lawyers in Nigeria as he refers to the NBA in his Curriculum Vitae as the National Bar Association instead of Nigerian Bar Association. It is also learnt that Prof. Uhuka did not participate in the NYSC Scheme as he has no NYSC certificate or exemption.

Further investigation shows that Prof. Uhuka has only three academic publication outside his LL.M and Ph.D thesis from unknown publishers which fall far below the required standard for people seeking employment as junior lecturers.

Remember it was earlier published that the two University Dons were expected to face panel bothering on accademic fraud following series of petition from Mr. Joe Agi SAN amongst others.

Recently, the University of Calabar was ranked first amongst Nigerian Universities. With this new found status, the war against academic fraud should not be taken lightly so as to maintain the standard and not to undermine the efforts of the present Vice Chancellor, the great alumnus of the University of Calabar, Prof. Zana Akpagu. The committee is therefore admonished to take its time to do its proper findings so as to maintain the sanctity of the Faculty of Law and University of Calabar in general.

Trouble looms in the faculty of Law, University of Calabar as the Faculty is about to be strip off of two of its Professors, Prof Isreal Worugji and Rev Prof. Emeka Uhuka who are facing panel for alleged academic fraud. Prof Worugji is facing panel for the irregularities sorounding his promotion to the rank of Reader ( Associate Professor) in 2006 without a Ph.d and his status as a Professor of Law in the University of Calabar. It is alleged that the Law degree of Prof Worugji is questionable as he has no degree in Law. How he got to the Nigerian Law school and got called to the Nigerian Bar remains a mystery to the University Management, coupled with the fact that he holds a Ph.D in African Peace Studies and not LAW from the University of Ibadan after several failed attempts to get a Ph.D in Law from the University of Calabar and others; hence the question mark surrounding his promotion to the rank of Professor of Law. On the Other Hand,  Prof Uhuka, is alleged to be grossly under qualified to be a Senior Lecturer in the University, talk less of a Professor as he has zero teaching experience in any University before his appointment straight to the rank of Professor in the University of Calabar. Also from the curriculum vitea of Prof. Uhuka which he presented to the University for employment, he has less than 5 Academic publications with unknown publishers and has never supervised an under graduate or post graduate student prior to his employment/appointment as a Professor of Law in the university of Calabar. How he manipulated his way into being appointed straight to the rank of a Professor remains mysterious as the Academic Fraud Investigation Committee of the University of Calabar seeks to unravel the mysteries. In addition, it is alleged that Prof Uhuka has no school certificate, no Law degree, no Call to Bar certificate and no NYSC discharge Certificate.
Prof. Worugji and Rev Prof. Uhuka have both been served with  invitation letters dated the 27th day of February 2019 to face the panel. Prof. Worugji is due to face the panel on the 13th of March 2019 while Prof. Uhuka is due to face the panel on the 14th of March 2019.

It is worthy to note that Prof. Worugji has been petitioned severally by his colleagues, students and several group of People. Amongst his petitioners are the 1999 class of the Faculty of Law, university of Calabar and the learned silk, Mr. Joe Agi SAN.
All these allegations/petitions have always been swept under the carpet due to Prof Wurugji's strategy of always going to beg. Let us see what will happen this time around that the issue is before the Anti Fraud Committee of the University. The world is watching.
